Willington Housing Authority
Monday, April 11, 2016 – 6 p.m.
60 Old Farms Road – Senior Center
Willington, CT
PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Secretary Don Berg, Treasurer Claudia D'Agata, Member Laurel Millix, Recording Secretary Brenda Sullivan. ABSENT: Housing Consultant David Berto.
1. Call to Order – The meeting was called to order at 6:05 p.m.
2. Present to speak – No members of the public present to speak.
3. Old Business – Button Hill senior housing project
R. Campbell noted that Zlotnick Construction has started site work.
He also reported that D. Berg and D. Berto have been researching possible funding sources for solar materials and costs for the project. D. Berg said he is still researching costs, suppliers, power demand based on different scenarios, cost impact of using batteries and he is compiling his findings in a spread sheet. He said that based on a commercial rate applied to the project, batteries would offset peak demand charges. He also said that with only 5 percent interest on monies for funding PV, installing solar wouldn't be cost effective and so it's important to find additional funding.
R. Campbell said work is underway on construction site sign format that will meet the Department of Housing's requirements and that Putnam Bank will put up its own sign. He said he has asked the DOH if FHLB can be included on its sign.
R. Campbell said Federal Home Loan Bank (FHLB) funds are now being used to pay bills.
He also said Zlotnick Construction is doing some value engineering, as requested by the DOH.
R. Campbell said job meeting minutes will be emailed to all Housing Authority members and the Recording Secretary.
D. Berg said he needs to fix two typos on the construction contact list that was emailed to Housing Authority members.
C. L. Millix asked if a 19-cent error related to DOH funding was corrected (see March minutes); R. Campbell said it was.
D. Berg asked if he could inform Lt. Governor Nancy Wyman and State Sen. Tony Guglielmo that the project now has its funding; R. Campbell said yes.
R. Campbell reported that the DOH mistakenly deposited the project's funding into the Town's account via direct deposit and so the Town had to return it to the DOH in order to have it correctly deposited into the Housing Authority's bank account.
D. Berg reported that the Housing Authority's contracts for energy rebates, known as ZRECs, don't expire this April as he previously reported, but in April 2017.
4. New Business –
D. Berg said he attended the recent Board of Selectmen's meeting, as a resident of the town and not as a Housing Authority member, to participate in discussion about the name of the loop road for the Button Hill senior housing project. He said after some discussion, the Selectmen decided to table the topic. W. Gangaway expressed concern that making an issue of the road name might cause a delay in the project.
5. Correspondence – C. D'Agata said she received a bill from Gardiner & Peterson and she will submit it for payment.
6. Approval of minutes –
D. Berg said he wanted to clarify that in the paragraph inserted into the amended January 11, 2016 minutes, concerning his role in researching solar panels for the project, that where it says he “severed ties” with GM Industries, this simply means he ceased doing work for that company. He said he was concerned that those words might be misread as meaning he is no longer in communication with the owner of that company, which is not the case.
Action was taken on several sets of minutes that had been tabled due to a lack of quorum at a meeting or where members had to abstain because they didn't attend a particular meeting, as well as the need to amend minutes that required revised wording.
C. D'Agata moved to approve the amended January 11, 2016 minutes; W. Gangaway seconded the motion; the motion was passed unanimously.
C. D'Agata moved to approve the December 14, 2015 minutes that had previously been tabled; L. Millix seconded the motion; the motion passed unanimously.
Action on the February 15, 2016 minutes was tabled because copies of those minutes weren't provided at tonight's meeting.
C. D'Agata moved to approve the March 14, 2016 minutes; L. Millix seconded the motion; the motion passed unanimously.
7. Treasurer’s report – C. D'Agata reported a current balance of $512.86 after payment of secretarial costs.
8. Adjourn – C. D'Agata moved to adjourn; L. Millix seconded the motion; the motion passed unanimously. The meeting adjourned at 6:44 p.m.
